Residency Declaration
for Tuition Purposes
Students must establish their residency status upon admission to NFC. Residency status determines the tuition rate the student will be charged. The residency forms are below.

Non-Florida Resident

Georgia residents of Brooks, Echols, Lowndes, and Thomas counties may be eligible for NFC’s next-county tuition adjustment. After you register in classes, contact FinancialAid@nfc.edu to discuss the next-county tuition adjustment.
Florida Resident
Submit either the simplified online form or download and complete the residency declaration form.
A Florida "resident for tuition purposes" is a person who has, or a dependent person whose parent or legal guardian has, established and maintained legal residency in Florida for at least 12 consecutive months preceding the first day of classes of the term for which Florida residency is sought.
The student (or parent or legal guardian, if a dependent student) will need to provide proof they have maintained legal residence in Florida for at least 12 months.

To qualify as a Florida resident, the student must be a U.S. citizen, a permanent
resident alien, or a nonimmigrant in a visa classification that grants them the legal
ability to establish a bona fide domicile in the U.S. See the FRD-1 form for more
details.
Indicate the term you will start attending NFC and determine if the student is dependent or independent. If student is over age 24, student is independent and will fill out the rest of the form. If student is under age 24, student is dependent and a parent fills out the rest of the form. A student under age 24 can generally be independent if they can provide one of the following. See the FRD-1 form for more details.
- Marriage certificate
- Prior year tax return showing they claimed a dependent child, or their child’s birth certificate
- Prior year tax return showing they have income to support themselves (minimum of $6392)
- Evidence the student is an active duty military service member or Veteran (ex. DD-214 or military orders
- Evidence the student is a ward of the court
If the student is dependent, a parent is the “claimant” and the student is the “claimant” if they are independent. The claimant fills in their name, address, and date they moved to Florida. Then they provide two* documents that the claimant was issued at least 12 months prior to the first day of classes. The most common documents are:
- Driver’s License
- Voter Registration
- Vehicle Registration

*Proof of homestead exemption in Florida is deemed a single, conclusive piece of evidence proving Florida residency. Effective July 1, 2024, 1009.21, F.S.

Residency Reclassification
A currently enrolled student who is classified as a non-resident for tuition purposes is allowed to apply for reclassification if the student, or their parent or legal guardian if a dependent student, is able to meet the residency requirements set forth in s. 1009.21, F.S.
- Reclassified students are not entitled to reimbursement of any non-resident tuition or fees properly assessed prior to reclassification.
- Reclassified students shall be assesses the resident tuition and fee rate at the start of the next academic term after the reclassification occurs.
To apply for reclassification: a student must complete a Residency Declaration and provide the supporting documents prior to the first day of classes in the term for which reclassification is sought.
Eligibility for Reclassification:
An individual may become eligible for reclassification only if that individual, or his or her parent if dependent, presents clear and convincing documentation that supports permanent legal residency in Florida for at least 12 consecutive months rather than temporary residency for the purpose of pursuing an education.
A student who is classified as a non-resident for tuition purposes and who marries a legal resident of Florida or marries a person who becomes a legal resident of Florida may, upon becoming a legal residency of Florida, become eligible for reclassification upon submitting evidence of his/her own legal residency in Florida, evidence of his/her marriage to a person who is a legal resident of Florida, and evidence of the spouse's legal residence in Florida for at least 12 consecutive months immediately preceding the application for reclassification. In this instance, the student does not need to satisfy the requisite 12-month qualifying period.
Florida Residency Alternatives
Students who are unable to establish residency with supporting documents listed on the residency form are encouraged to review waivers and exemptions, apply for financial aid, and apply for scholarships.
Residency Classification Appeals
A student who desires to appeal their residency classification may submit a written request to the Office of the Registrar at Registrar@nfc.edu. NFC's residency appeal committee will consider student appeals in accordance with the institution's official appeal policy. The committee will notify the applicant of the final residency determination in writing. The college will advise the applicant of the reasons for the determination.
